No legal recognition; Article 45 of the Constitution defines marriage as between one husband and one wife. Momentum is real but legislative: in Feb 2026 the Cambodia Human Rights Committee president endorsed drafting a same-sex marriage law after RoCK's economic-benefits study, and officials say a constitutional amendment comes first. In the interim RoCK's legally non-binding Declaration of Family Relationship civil contracts are the practical tool (32 couples registered by Oct 2024).

No same-sex marriage; courts have nonetheless required recognition piecemeal. The Court of Final Appeal (5 Sep 2023) ordered the government to build an alternative legal framework within two years, but the Registration of Same-sex Partnerships Bill was voted down by LegCo on 10 Sep 2025 (14-71) and the Oct 2025 deadline passed with the government only exploring administrative measures. Spousal dependant-visa recognition for married same-sex partners (QT line) remains in force since 2018.

Union of India (17 Oct 2023, 3:2) declined to read same-sex marriage into the Special Marriage Act and left the matter to Parliament; review petitions were dismissed on 10 Jan 2025. The Cabinet Secretary-led high-powered committee formed 16 Apr 2024 has met only twice (May and Aug 2024) with no report as of Aug 2026; only administrative advisories (joint bank accounts, ration-card family recognition, prison visits, last rites) exist.

Six appeals were sent to the Supreme Court Grand Bench in Mar 2026 with a unified ruling expected early 2027 after five high courts (Sapporo, Tokyo, Fukuoka, Nagoya, Osaka) found the ban unconstitutional while a Tokyo High Court ruling of 28 Nov 2025 upheld it. In the meantime 566 municipalities and 31 of 47 prefectures issue partnership certificates (about 93.8% of the population as of 1 Aug 2026); foreign spouses of Japanese citizens can seek designated-activity status only if legally married abroad.

No same-sex marriage or civil union; marriage registrations are refused under the Civil Code and Constitution Article 36. The Supreme Court on 19 Jul 2024 gave same-sex partners equal National Health Insurance spousal coverage, the first social-benefit recognition, and a Seoul court ruled on 5 Jun 2026 that a same-sex partnership is a protectable de-facto-marriage-like interest. Marriage-equality constitutional litigation is pending: 11 couples filed Oct 2024 (nine dismissed so far) and new filings in Daegu, Ulsan and Busan followed in Jun 2025.

No recognition under either federal law (Law Reform (Marriage and Divorce) Act 1976) or state Syariah family law; no civil union exists and foreign same-sex marriages are not recognised. No recognition; the Constitution (Article 16(11), 1992) frames marriage as between a man and a woman. A draft revision of the Family Law submitted to parliament in Nov 2025 would for the first time explicitly prohibit same-sex marriage (Article 8.1.6), a step human-rights groups call a regression; a UN independent expert who visited in May 2026 urged closing the gap between formal anti-discrimination law and practice.

No national recognition; the Family Code limits marriage to a man and a woman and the SOGIESC Equality Bill is an anti-discrimination measure that does not touch marriage. The bill has stalled for over 25 years and in the 20th Congress nine versions sit with the House committee (bulatlat, Jun 2026). In practice some protections come from city and provincial anti-discrimination ordinances (about 32 cities and municipalities plus provinces, e.g. Davao City 2012) and from the Commission on Human Rights complaint channel.

Section 377A of the Penal Code was repealed (in force 3 Jan 2023), but the Constitution was simultaneously amended (Article 156, Nov 2022) to reserve the definition of marriage to Parliament; same-sex marriage, civil unions and foreign same-sex marriages are not recognised in any form and no government plan to change this exists. Parliament could change the definition by simple majority.

The 2014 Law on Marriage and Family (in force 2015) removed the ban on same-sex wedding ceremonies but states the state does not recognise same-sex marriage (Article 8.2); civil registrars refuse single-status certificates for same-sex marriage purposes (Circular 04/2020), so even marrying a foreigner abroad can be blocked. No legalisation in the 2024-2025 revision window and no current legislative push; advocacy continues via the Marriage Equality Working Group (ICS and iSEE), and 2025 brought a crackdown on some LGBT events.
